Small quarto, embossed black cloth stamped in gilt; 88 pages. Portrait frontispiece of Harmer. Harmer (1825-1900) was born in Germantown, Pennsylvania and began work as a shoe manufacturer. He became a member of the city council of Philadelphia. He was elected as a U.S. Congressman in 1876 and served until his death in 1900. He is buried in West Laurel Hill Cemetery in Bala Cynwyd, Pennsylvania. This book contains the memorial addresses delivered in Congress upon his death.
