April, 1927.” Judge Dubuque [1854-1928] was a Massachusetts Superior Court Jurist, known as an authority on Constitutional Law. In 1911 he was appointed an associate justice of the Superior Court of Massachusetts, serving for 17 years. He was famous for authoring the “Dubuque law,” which provided that a “defendant can pay a debt by installments if unable to discharge the judgment in full. Gleason Archer Sr. [1880–1966] was the founder and first president of Suffolk University and Suffolk Law School in Boston, Massachusetts. Archer was also an extensive writer and radio broadcaster.
